And now -- the answers!
1. (B). You'll need to know the console port password in order to get into the router.
2. (B). In this scenario, you know the VTY password, so you can authenticate via Telnet.
The question mentions that the privilege level command has not been configured on the VTY lines, so the default behavior will be to let you in if you know the VTY password, but you won't be able to enter enable mode.
You'd need to know the enable password for that, and the question mentions that you don't know any other passwords.
3. (B). You can use the time-saving and point-earning command interface range command for that.
4. (C). The only one of those tasks that requires a restart of the router or the routing process is changing the OSPF RID.
